A new peer to peer learning session available in the Cabinet Office called “The Policy to Delivery Continuum: getting your policies delivered”
It’s a practical session that aims to answer these questions:
- Why should we care whether and how our policies are delivered?
- Why are policies sometimes not delivered as envisaged and intended?
- How can policy makers get their policies delivered more consistently?
- What tools can help you do that?
This learning session was inspired by the CSR commitments that policy must be designed to be implemented effectively, and to achieve that, how policy teams should be increasingly diverse, including delivery professionals. The session author’s (my) career includes operational delivery, project delivery (including a stint in the Major Projects Authority) and (for the past year) policy delivery. I now understand from both sides where some of the information gaps and cultural barriers are in relation to policy makers and delivery professionals working together, which can be overcome with explanation, translation of sme of the PPM language, and some already available tools.
The session covers:
- What the Civil Service Reform Plan says on policy to delivery
- What a “Major Project” is in the Government context (how to spot early on whether your policy will need one as its delivery vehicle)
- How not to get your policy delivered (covering delivery issues with a root cause in strategy/policy development phase)
- The policy to delivery continuum (what this could and should be like, rather than what we have now)
- Four Top Tips (which do NOT include policy makers going on a PRINCE2 training!)
A set of resources and reference materials is also included, for practical use after the session.
